He holds a Bachelor of Arts and a Bachelor of Laws from the University of the Philippines, and completed a graduate program in financial engineering and alternative strategies for infrastructure development from the American University in Washington, D.C. He was Program Director for BOT Projects in the Department of Transportation and Communications from 1989 to 1995. He had oversight in telecommunications, civil aviation, traffic, ports, maritime, coast guard, light rail and urban mass transport systems until 1995, He was Independent Director, from June 17, 2009, to June 15, 2015, of the Philippine Electricity Market Corporation that manages the Wholesale Electricity Spot Market www.wesm.ph. He is Founder and first-elected President, and is incumbent Chairman of Asia Pacific Basin for Energy Strategies www.asiapacificbasin.org, an Energy and Economic Think-Tank, and an Organization in Special Consultative Status in the United Nations Economic and Social Council (ECOSOC) since 2014 www.un.org/en/ecosoc. He was Founder-Trustee, and first elected President of Energy Service Company Association of the Philippines (ESCOPHIL) in 2005-2006, the forerunner of Philippines Energy Efficiency Alliance, Inc. He is a Lawyer and CPA with significant experience in Energy Law, Corporate, and Commercial Law. He graduated from the University of the Philippines in 2006 and was admitted to the Philippine Bar in 2007. Prior to taking his law studies, he worked as an external auditor with Sycip Gorres Velayo & Company (now a member firm of Ernst and Young). Atty. Calibo brings to the team his wealth of experience in acquisitions, and privatization transactions involving major players in the Philippines electricity industry. He is a Trustee of Siquijor State College, the only state college in the island of Siquijor, where he was born, and was Vice President of the Integrated Bar of the Philippines (IBP)-Siquijor.
Carlo U. Olivar

He is a Lawyer and CPA with experience in both international tax and domestic business tax advisory projects including comprehensive international tax policy framework overhaul of a major sovereign of the region, covering tax treaties, exchange of information and transfer pricing. He earned his Juris Doctor degree from the University of the Philippines in 2008, and his Master of Laws in International Taxation from New York University (NYU) in 2015. He was a Research Fellow of H. David Rosenbloom, the Director of the International Taxation Program of NYU from 2015 to 2017. Prior to taking his masters, he served at the Philippines’ tax authority, the Bureau of Internal Revenue (BIR), where he was technical assistant to its chief legal officer, from 2011 to 2014.. Immediately prior to joining EPHI, he was a Senior Manager at Ernst & Young’s Middle East and North Africa (MENA) tax advisory practice, from 2017 to 2022, before joining EPHI.

He obtained a Bachelor of Arts, Cum Laude, and a Bachelor of Laws, from the University of the Philippines. He was an Outstanding Debater and is a member of the Phi Kappa Phi Honor Society. He has extensive litigation practice, advocated, and handled numerous cases of national significance that reached the Supreme Court, and is competent in Corporate, Tax, IT, Immigration, Intellectual Property, Environment, Natural Resources, Mining, and Energy laws.
Ramon V. Karingal

Senior Technology Executive with over 35 years of extensive technology experience in core infrastructure services, including data center management; command center, application hosting, voice and network operations; end user computing services. Customer-focused, oriented on cost-effectiveness and service excellence, information and cyber security, risk management and outsourcing/rightshoring governance. Strengths in technology planning and strategies, data center consolidation, service availability management, information and cyber security, quality management, continuous process improvement, cost control programs, disaster/contingency planning, team building and leadership, large-scale project management, operations automation, and vendor management. Mr. Karingal earned his Economics degree from University of the Philippines in 1977, and attended postgraduate abroad.
Hilarion G. San Diego

Mr. San Diego earned his Economics degree from the University of the Philippines in 1980, and his MBM from the Asian Institute of Management in 1982 as a Scholar of the Central Bank of the Philippines, now Bangko Sentral ng Pilipinas (“the Bank”). Moreover, he was a recipient of the Konrad Adenauer Foundation and The Institute of International Partnership in 1978. He received a BSP Scholarship Grant to the UP Statistical Center and a Certificate in “Multivariate Techniques with Applications in Market Research” from the UP Statistical Center in 1987. He was a Merit Awardee of the Bank in 1988. He served as Statistician at the Bank’s Department of Economic Research from March 11,1980 to September 8,1993. He is a known expert in Multi-variate techniques, Econometrics and Finance. He authored “The Corporate Profit Performance Index” an unpublished paper presented to the IMF Resident Representative, Mr Chung Suk Cha,” at the Bank’s Department of Economic Research in 1987.

He is an experienced litigation and corporate lawyer for companies dealing with real
property development, telecommunications, natural resources, and energy exploration and production. He served as Special Legal Counsel in the Philippines’ first satellite company in charge of management of extensive landholdings housing the Philippines’ first international satellite earth station. He was directly involved in the installation of military satellite communications with renewable energy in key areas of national interest. His role takes him in charge of Compliance, Land Acquisition, Data Privacy, Due Diligence, Intellectual Property Rights, Labor and Human Resources, Corporate Affairs and General Administration.
Gerwin John D. Rodriguez

Immediately after receiving his bachelor’s degree in Metallurgical Engineering in the University of the Philippines Diliman, and placing fourth in the October 2015 Metallurgical Engineering Board Examination, he went straight into the academe with the Department of Mining, Materials and Metallurgical Engineering while pursuing Master of Science in Materials Science and Engineering also in UP Diliman. In 2016, he was granted the prestigious Erasmus Mundus scholarship to take up Integrated Masters in Bioengineering in the Universidade do Porto in Portugal. His research engagements mostly involved bioremediation and pollution control.
His dreams of becoming a doctor was soon realized when he entered the Ateneo School of Medicine and Public Health in 2017 with a dual degree conferred MD-MBA. He is now a practicing physician serving the rural areas of the Philippines. He remains active in humanitarian work and is a strong champion of improving health systems in the country. Antonio A. He has over five years of experience in the energy industry involving different kinds of energy sources such as coal, solar, and tidal. In his line of work, he develops business opportunities and nurtures relationships with prospective investors and partners. He is also exposed to the other aspects of project development such as coordination with government agencies for permitting and compliance and with third-party consultants for technical studies. He holds a Bachelor of Science in Electrical Engineering from the University of the Philippines. He is currently taking a Master’s degree program in Energy Engineering. He directs and presides over the Company’s strategic planning and allied undertakings in Environment infrastructure projects dovetailed with Renewable Energy.
HenryKing O. Sicad

HenryKing is skillful in Business and Project Development with strong qualifications in handling pre-development, development and full operations of power projects, both conventional and renewable energy projects. He has three years of experience in the power generation sector, more than five years in project management and hundreds of hours of relevant training in the Wholesale Electricity Spot Market, ISO Standards, and Internal Auditing. He is also a certified Safety Officer II as mandated by the Department of Labor and Employment. He finished his Bachelor’s Degree in Mechanical Engineering from the University of the Philippines Diliman in 2019 and passed the Mechanical Engineering Board Examinations later the same year. As a firm believer that protecting the environment means protecting the future of generations to come, he is in charge of opportunities and projects aimed to progress Climate Change Sustainability.
