Urgent Dredging Required for Silt-Stricken Bislak River in Ilocos Norte

In an effort to mitigate the risk of extensive flooding in low-lying areas, Ilocos Norte government is set to collaborate with the Department of Environment and Natural Resources (DENR) through a memorandum of agreement. The project, which focuses on dredging the Bislak River, covering Vintar and Bacarra in the first district, has received authorization from the Sangguniang Panlalawigan under Resolution No. 2023-11-219. Governor Matthew Joseph Manotoc is empowered to enter into this agreement, crucially timed ahead of the forthcoming rainy season. Notably, the initiative aims to proactively address flood risks without imposing financial burdens on taxpayers, as private contractors will fund the dredging and river restoration.

Rafael Chua Medina, a provincial board member, emphasized the innovative financing approach, wherein private contractors will cover all expenses related to the dredging operation. The financial aspects will be overseen by a provincial inter-agency committee, established under DENR Admin Order (DAO) No. 2020-07. This collaborative effort is designed to create a win-win situation, benefiting the government, the community, and the contractors involved. The DENR’s administrative order sets the regulatory framework for nationwide dredging activities, ensuring that only registered companies with the requisite technical and financial capacities undertake large-scale flood control operations. Contractors, in exchange for covering the expenses of the dredging operation, gain access to recovered minerals while fulfilling required tax obligations.

EnergiesPH, in partnership with Harbor Star Shipping Services Inc. and operating through the Energies River Restoration Corporation, has been assigned the responsibility for executing this crucial project.

In addition to the Bislak River project, significant progress has been made with dredging operations along the Tina-Cura Rivers in Sitio Boing, Barangay Maananteng, and in Lipay, Solsona town. Yvette Leynes, the provincial administrator of Ilocos Norte, highlighted that the ongoing desilting and clearing of Tina River, in collaboration with 13 permit holders, is a key contribution to broader flood control efforts in the region.
